January is still considered winter, even in areas of the Pacific United States, when temperatures can reach in the high 60's F. Here the reduction of water to many plants is applied because the heat is no longer preset to increase the evaporation levels that normally would happen in the hot summer months. Reducing watering schedules will allow plants to rest and not flower, etc.
